Job Overview

The Township of Terrace Bay, located on the beautiful north shore of Lake Superior, is a single-tier municipality that offers a diverse number of services to its 1,700 residents.  The Township has multiple departments, approximately 30 staff, plus seasonal and casual.  The Municipality, led by a Mayor and four Councillors, efficiently and effectively delivers services to an urbanized core supporting the major local industry, a pulp and paper mill.  The Treasurer is a leader who controls public funds, directs resources, leads people and provides a high level of financial and accounting support to the Corporation.

As Treasurer, the successful individual would provide all of the statutory, operational and advisory duties required of a municipal treasurer and tax collector within legislative and policy guidelines, including the preparation and administration of the annual budget, annual financial statements and financial information returns, tax billing and revenue collection, supervises payroll and purchasing as well as provides financial advice to Council and Senior Management.  As Deputy Clerk, assistance is provided to the CAO/Clerk in fulfillment of those statutory and administrative duties and the individual also functions as a Department Head and Office Manager for the municipal administrative office.

The successful individual will have a degree in finance or accounting with relevant training in municipal finance or an acceptable equivalent, with at least five years experience in a senior position in municipal finance or comparable practical experience.  Managerial skills are critical, as are communications and interpersonal skills that enable the Treasurer to act and think independently and be part of the Management Team.  The Treasurer must be able to grasp current and potential provincial/municipal relationships, represent the Corporation’s best financial interests, be skilled in employee relations, proficient with computers and software as well as supportive of strategic planning.
