Reporting to the Deputy Treasurer/Senior Manager of Revenue, this position leads the Property Taxation team and is responsible for ensuring an efficient and accurate property taxation process.  This position provides oversight and a high degree of support for property taxation activities and recommends new or revised tax-related policies for consideration and monitors the effectiveness of the tax software. This position provides expertise in the area of property taxation to senior management and Council.

Accountabilities:

General

  • Provide excellent internal and external customer service in accordance with Town standards
  • Recruit, train, mentor, supervise and coach staff in the Taxation area and conduct annual employee development plans that include goals in line with departmental business plans
  • Support the Deputy Treasurer/Senior Manager of Revenue to meet the goals identified in the divisional work plan
  • Review, recommend, implement, and maintain policies and procedures in the area of property taxation; ensure that procedures are effectively implemented
  • Work with the vendor and Information Technology Systems staff on the implementation and monitoring of the Town’s tax software
  • Work with other specialized software e.g., AMANDA, Great Plains and Municipal Connect
  • Prepare reports for Committees of Council/Council for approval by the Deputy Treasurer/Senior Manager of Revenue
  • Respond to any changes to assessment and tax legislation
  • Perform other duties as required

Tax Billing

  • Oversee the production of interim, final, and supplementary tax bills and farm deferred as per the Town by-law by:
  • import tax collectors’ roll and review year- end files from MPAC
  • establish independent control totals against the production of the tax bills
  • ensure accuracy of the data in the tax database including assessment classes, tax rates, penalties/interest accrued, Business Improvement Areas, waste coding and new addition/deletions to the roll prior to the production of the tax bills
  • administer electronic billing program
  • Process tax payments for all taxable Town-owned properties, including parking and recreation agreements
  • Oversee the Tax Analyst on the analysis and adjustment of accounts and information uploads to Online Property Tax Analysis website
  • Process month-end and year-end reports, calculate monthly penalties/interest and produce past due notices
  • Monitor past due accounts and work with taxpayers to resolve arrears prior to proceeding to a tax sale
  • Apply for all Federal and Provincial payment-in-lieu of taxes; complete applications and forward to appropriate agencies
  • Oversee and approve of all 357 and 358 tax applications and write-off detail

Tax Sales

  • Coordinate tax sale process by generating correspondence, meeting with taxpayers to determine payment options and following-up on these accounts to ensure payment obligations are met
  • Coordinate with tax sale agent all details as required to register properties for tax sales; monitor accounts; add applicable fees to the tax account and advise when account is paid in full
  • Administer all aspects of the tax sale extension agreements

Assessment

  • Oversee information provided to the public on request
  • Assist staff with managing difficult or complicated accounts
  • Ensure the integrity of the Town’s assessment base by supplying and receiving information from MPAC regarding assessment changes, apportionments, and any errors or omissions from the assessment roll
  • Based on MPAC data, oversee Analyst’s preparation of growth projections for the Deputy Treasurer
  • Review correspondence to taxpayers as it relates to changes in assessment such as Post Roll Amendment Notices (Prans), Plans, Severances and Consolidations

Customer Service

  • Support the Service Halton Hills staff with respect to property tax inquiries or issues
  • Provide training to Service Halton Hills staff and Revenue & Taxation staff as required in property taxation
  • Perform any other job-related duties as assigned

You possess:

  • University Degree in accounting/finance or equivalent
  • Minimum of 8 years’ of experience; 5 years in a municipal property tax environment working in a technical capacity, and 3 years in a supervisory role
  • Professional accounting designation (CPA)
  • Member of the Ontario Municipal Tax and Revenue Association (OMTRA)
  • Successful completion of the Municipal Tax Administration Program (MTAP) program
  • Designation through the Association of Municipal Managers, Clerks and Treasurers of Ontario (AMCTO) would be considered an asset
  • Successful completion of the AMCTO Municipal Accounting and Finance Program (MAFP) would be considered an asset
  • Ability to deal effectively with the public and defuse difficult and/or highly charged situations. Responsive and available to staff who deal with same
  • Superior attention to detail to delivers accurate, high quality and timely services/products
  • Excellent time management with the ability to prioritize competing work demands and consistently meet legislative deadlines
  • Ability to work independently and to demonstrate a high degree of initiative
  • Creative, resourceful and collaborative approach to work and promotes same within the division
  • Proven problem-solving skills to consider issues and outcomes from different angles
  • Valid Class G drivers’ license and access to a personal vehicle

 Compensation:

The salary for this position (35 hours per week) is $86,175 – $102,590 per annum.
