The position is integral to advance development in conformance with the Official Plan, Zoning By-law, and Provincial Policy Statement the position coordinates applications and correspondences seeking input from department staff and external agencies related to the development such as subdivision,site plans, and severance. Failure to provide adequate advice or assistance, or errors in judgment may result in potential financial loss and loss of credibility for the department and Council.
Ensures compliance of the Planning Department with the statutory and regulatory requirements of the Planning Act and other relevant legislation.
In consultation with the Chief Administrative Officer, identify, research, and prioritize planning related projects/matters, including things such as updates/amendments to the Official Plan, development proposals, etc. Develop and implement planning-related policies, etc.
Acts as the designated Municipal approval authority for draft/final plans of subdivision and condominiums, consents, part-lot control by-laws. Oversees the processing of plans of subdivision, consent applications, and amendments to the Official Plan.
Liaise as required with County and local municipal staff, other government agencies, conservation and other local authorities in the context of performing the duties of the position.
Work closely with local SDG municipalities and Counties as required on planning related matters. This includes participating in the County/local Planners group.
Appear before the Local Planning Appeal Tribunal as required.
Assist with the preparation of annual operating budget of the Planning Department.
Attend meetings, participate in programs, etc. as directed by the Chief Administrative Officer.
Follow all Municipal Health and Safety policies and procedures and report non-compliance or suspected safety risks as required.
Other duties as assigned by the Chief Administrative Officer.
Reports to the Chief Administrative Officer. Establishes and maintains excellent working relationships with other Municipal and County staff, government agencies, the public, etc.
Required to make decisions on development applications in a professional and timely manner. Operates in an environment which requires accuracy and adherence to deadlines. Prolonged sitting in a typical office environment and viewing computer screens. Periodic travel to local municipal and agency offices. Attendance at evening meetings and public meetings as required.
Skills & Qualifications
An undergraduate degree in planning or related field. Membership in the Ontario Professional Planners Institute (OPPI) or other Provincial Affiliate of the Canadian Institute of Planners (CIP) is desirable. A minimum of 1 to 2 years of professional experience, preferably in a municipal setting. Thorough knowledge of the Ontario Planning Act and the Provincial Policy Statement (PPS) is required. Excellent interpersonal, communication and analytical skills are key elements for success in this position. Ability to set priorities, solve problems and meet deadline under tight and competing priorities. Proven strong report writing and presentation skills. Working knowledge of GIS software considered an asset. A vehicle and valid driver’s license is a requirement for this position.
Salary Range & Classification
Full-time position at 35 hours per week. $66,841-$76,551 (2019 Pay Range Levels). Full Benefits.
