Job Overview

Reporting to the Director of Accounting, the Manager of Procurement will be responsible to use their proven leadership skills to:

  • Ensure that the City continues to have a central purchasing function and inventory supply system which reflects industry best-practices;
  • Strengthen the mandate of the Procurement function;
  • Build and develop a cohesive and collaborative team culture; and
  • Enhance a business partner focus that will contribute to the success of the Financial Services department service strategy

As a proven people-focused leader, you will mentor and counsel a diverse team (comprised of 2 supervisors and 16 staff), promoting quality services through employee development, performance management and succession-planning to ensure efficient use of the division’s human, physical and financial resources. You will also be expected to contribute to department and corporate-level initiatives as an active member of the Financial Services senior management team. 

With a three-year degree or diploma in a related field, you have a minimum of seven years of relevant experience.   You are a strategic and concept-based thinker, with thorough analytical and problem solving skills. You have strong interpersonal skills and a demonstrated ability to develop relationships with internal and external stakeholders. You have excellent communication and negotiation skills.   You have detailed knowledge of purchasing, supply management, contracting and the competitive bidding process. You have experience developing strategic, financial and operational plans and can prepare, manage and adjust budgets. Above all, you have a track record of demonstrating honesty, integrity and fairness in your actions and decisions.

1. within the same Department in the case of permanent full-time, temporary full-time and part-time classifications.
2. within the same Division in the case of students.”
