Job Overview

PURPOSE AND SCOPE:

 

The Director’s position reports to the Chief Administrative Officer and is responsible for all Human Resources functionsin the City.

Responsible for leading and administering the Human Resources Department, providing overall direction and co-ordinationfor all corporate human resources functions, including training & development, labour relations, recruitment, compensation, benefits, and health & safety. 

 

Also responsible for developing and recommending plans, policies and strategies to address both short, and long-termhuman resources and organizational objectives of the Municipality; for strategy formulation and negotiating collective agreements; for providing advice to line departments regarding Human Resources polices, programs and procedures; for preparing reports, makingrecommendations and attending Council meetings as required; and for ensuring employment requirements of the City are met.

 

EDUCATION/SPECIALIZED TRAINING/SKILLS:

 

Essential (minimum) Qualifications:

  • University Degree in Human Resources Management, Business or Public Administration.
  • Excellent skills in negotiating and mediating collective agreements and in conflict resolution.
  • Effective human relations skills in dealing with employees, department managers, municipal council, and external officials and agencies.
  • Strong organizational, analytical, communications and presentation skills.
  • Thorough knowledge of relevant Federal and Provincial legislation.
  • Proficiency in computer software applications.

Asset (preferred) Qualifications:

  • Certified Human Resources Professional designation would be an asset.

 

WORK EXPERIENCE:

 

Essential (minimum) Qualifications:

  • Minimum 8 years progressive human resources experience (preferably in a municipal environment), including at least 5 years management/supervisory experience in a unionized work setting.
  • Strong understanding of the principles involved in compensation and benefits administration, labour relations, recruitment, health & safety, and policy development.
