Metro Vancouver is a partnership of 21 municipalities, one Electoral Area and one Treaty First Nation that collaboratively plans for and delivers regionalscale services. The Regional District is governed by a Board of Directors of elected officials from each jurisdiction. This is an exciting time to lead as the General Manager of Metro Vancouver’s Water Services team. Reporting directly to the CAO, you will be a key member of the senior executive team and responsible for performing a strategic and senior leadership role in the delivery of essential water services to the region. The Water Services Department provides clean, safe drinking water through its member jurisdictions for 2.5 million residents in the Region. The water is sourced from rain and snowmelt from the Seymour-Capilano and Coquitlam Watersheds, and is treated using world-class technology before being distributed via thousands of kilometres of significant pipeline across the region. Operating the vast drinking water system, with expansive, critical infrastructure and a growing population, requires vision, continual monitoring, upgrades, maintenance and thoughtful planning.

The General Manager, Water Services will be responsible for all activities related to Water Services management and will make significant decisions on the operation and strategic direction of the Water Services Department, as well as that of the organization as a member of the senior executive team. These decisions will directly impact and influence planning, building and supporting Water Services for now and for the future. You will be accountable for the function’s overall budget and for delivering on the objectives of the Board’s strategic plan. You will provide advice and recommendations to the Metro Vancouver Board, standing committees, the CAO and the senior management team and senior staff.  You will also hire, lead, mentor staff and guide a Water Services department team of several hundred staff.

This multi-faceted role requires an exceptional leader who can work effectively with the executive team, the Metro Vancouver Board and its various committees, orders of government including First Nations, as well as a variety of internal and external stakeholders. The ideal candidate will have expert knowledge of best practices for managing the provision of efficient water services at scale, and be a seasoned, strong leader able to think long term and deliver on the strategic goals of Metro Vancouver.

As a candidate, you have the following minimum skills and competencies; 12 years related progressive experience supplemented by a university degree in a relevant field such as engineering; membership or eligibility for immediate membership and a registered Professional Engineer (P Eng) or equivalent, demonstrated business acumen in the development of business models and how revenues and expenses are applied to the management of water systems; strong financial acumen (experience in asset management would be considered a benefit), excellent political acumen, as well as an exceptional people leader able to empower and motivate substantial teams. You are a visionary; a leader i with the ability to create and maintain complex multi-stakeholder relationship both internally and externally. You bring adaptability, engagement, and tenacity, and are able to pivot from a strategic level to connecting with employees in the field.  Finally, you display an appreciation and passion for the importance of this role and the vital service it delivers to the people of Metro Vancouver.
