The County of Lambton is an urban-rural area in southwestern Ontario that is home to over 126,000 residents. The Corporation’s seven divisions operate programs and services for the residents of Lambton County such as land ambulance, provincial offences court, three Long-Term Care Homes, 25 library branches, two museums, an art gallery, archives, local roadways, public health services, housing services, social services, building services and planning and development services. Lambton County is a community dedicated to economic growth, environmental stewardship and an enhanced quality of life through the provision of responsive and efficient services and collaborative efforts with its municipal and community partners.

Position Overview
The General Manager (GM) is the senior management position within the Finance, Facilities and Court Services Division. The GM advocates on behalf of the County and its Area Municipalities with the Provincial Government regarding funding, assessment and financial reporting. The incumbent acts as a community leader for mandated activities and services within the scope of the division’s portfolio.

The position provides corporate leadership to the entire County through strategic planning, project initiatives, budgeting and overall service delivery planning and evaluation. The incumbent builds external networks, alliances and partnerships to create vision and influence results that enhance the quality of life for citizens, communities and stakeholders in Lambton, ensuring compliance with relevant County of Lambton policy and procedures, legislation, and provincial directives.

The position is responsible for overall management of corporate debt, accounting, internal audit and budget control as well as program development, service delivery, planning and direction of Divisional Support Services, Financial Administration Services, Procurement and Project Management Services and Municipal Court Services departments.

Duties & Responsibilities
Inter-governmental Relationships (Advocacy):

  • Generally advocates and promotes the interests of the County and Area Municipalities with Provincial Ministries, business organizations and municipal associations
  • Represents the County and Area Municipalities on working groups, committees and boards addressing policy and legislative concerns of municipalities
  • Act as an expert presenter, panel participant regarding finance, budgeting and municipal court/POA matters representing the County of Lambton
  • Provide input to and support the activities and work of organizations such as the Western Ontario Wardens’ Caucus and the Ontario County Clerk, Treasurer and Administrators Association


  • Prime responsibility for the County of Lambton annual budget, providing expert guidance and advice to senior management and County Council
  • Approve division budget as prepared by departmental managers
  • Administer the annual “Council Grant” program, soliciting/evaluating submissions and making recommendations to Council regarding eligibility
  • Co-ordinate and lead GM Team review of divisional budgets leading to the Draft Budget considered by Council. Promote and defend the budget for the Division
  • Present and defend corporate Draft Budget to County Council
  • Monitor divisional budget on a monthly basis and address any issues with departmental managers
  • Report quarterly to Council regarding corporate-wide budget-to-actual variances and make recommendations on how to mitigate
  • Administer annual Tax Policy exercise. Solicit consensus from Area Municipalities as to issues, research and determine solutions; recommend specific strategies to Council
  • Coordinate annual “capped taxes” process, facilitating input from Area Municipalities and recommending specific strategies to Council
  • Prepare all finance, budget and tax related By-Laws

Project Management:

  • Facilitate the procurement of third party contractors for non-routine services/projects securing property, designing infrastructure, securing of trades, etc. as undertaken by all County departments
  • Coordinate the develop major project budgets, ensuring that all necessary costs including contingencies have been adequately captured
  • Arrange construction financing as necessary
  • Monitor projects, performing on-site reviews, verifying that contract extras and progress payments are being processed properly
  • Ensure that all related reporting related to commodity tax liability and non-tax funding is completed accurately and timely
  • Ensure that holdbacks and other “protective” measures remain in place until such time as the project has been properly and fully completed

Accounting/Financial Administration:

  • Negotiate debt financing, banking arrangements and credit/debit merchant services for the Corporation and its subsidiaries
  • Ensure that all necessary agreements and controls are in place for “back room” services (e.g. accounting, payroll, financial statement preparation) offered to subsidiary and associated entities
  • Signing authority for all cheques and credit arrangements with vendors
  • Approve/sign external financial reporting in capacity as the County of Lambton’s Chief Financial Officer and County Treasurer
  • Confirm/sign-off on the County’s bi-weekly payroll ensuring that the appropriate parties have been paid the proper amounts as per the Pay Register
  • Sign the County’s annual Financial Information Report and ensure that it reconciles with that year’s Financial Report (statements)
  • Approve all journal entries prepared by the Manager, Financial Administration Services


  • Review overall program/service levels of the County of Lambton to evaluate effectiveness and efficiency of current levels of service not only within the Finance, Facilities and Court Services Division but for the entire corporation generally
  • Make recommendations to Council on the level/type of services based on strategic corporate priorities, emerging trends, provincial mandates, local needs, statutory requirements etc.

Human Resources Management:

  • Has ultimate authority for all employees within the division
  • GM’s approve all new employee related County policies and procedures
  • Ensure HR policies and collective agreements are consistently applied across the Division and the County as a whole
  • Coordinate and integrate the activities of the Finance, Facilities and Court Services Division with other County Divisions
  • Ensure that the activities and direction of each department in the Division are in accordance with County policies and strategic direction
  • Facilitate and approve the creation of new/amended job descriptions for new/existing positions within the Division and participate in all interviews for positions as required by the “two up rule”
  • Approve all job postings within Division, ensuring that the decision to replace staff has been fully vetted by the manager with consideration as to the continued need for the position and whether the department’s organizational structure should instead be changed and responsibilities reassigned, etc.
  • Provide managerial review in the grievance procedure of CUPE 2926 as a member of the Labour Management team when required


  • Ensure timely communication with members of Finance, Facilities and Court Services Division and with all other division GM’s regarding county-wide service delivery or initiatives
  • Prepare Committee and Council reports as required
  • Attend monthly Committee and County Council meetings as a resource to Council on financial, tax, budgetary and Court Administration matters. Provide information related to other divisional activities as required
  • Speak/meet with the media, residents, special interest groups, Ministry representatives, local municipal representatives and members of the public to address specific concerns, respond to questions, and to provide information regarding County services


  • Along with other GMs, approve all County-wide policies/procedures
  • Review and approve policies and procedures as they relate to the scope of the services delivered by the division
  • Manage the coordination and integration of county-wide financial, banking, payroll and budget related initiatives and protocols in all County divisions and departments
  • Oversee compliance by all divisions/departments with Divisional policies and procedures, including but not limited to, internal audits as relied upon by the County’s external auditors in support of their annual inspection/review

Community Leadership:

  • Engagement of community stakeholders as they may relate to delivery of services and programmes offered by the division and the County of Lambton as a whole, i.e. groups and organizations with a broad county mandate
  • Serve as Treasurer for the County of Lambton Community Development Corporation (CLCDC), owner/operator of the Western Sarnia Lambton Research Park. Provide advice and guidance on financial matters to the CLCDC Board and its Executive Director. Oversee the financing of the CLCDC’s activities and the corporation’s compliance with applicable restrictive covenants, terms and conditions


  • Incumbents must keep up-to-date on all relevant legislation, collective bargaining agreements, County Policies and Procedures, etc. ensuring that these are implemented as prescribed

Supervision Requirements

  • Indirect Supervision: 30 indirect reports
  • Functional Authority: Fulfills the statutory duties of Treasurer. As the County’s Chief Financial Officer, provides direction, consultative services and advice on taxation, finance and accounting issues and services to the corporation. As a General Manager, provides direction, consultative services and advice on employee/technical issues and services to the corporation

Minimum Formal Education:

  • A University degree from an accredited post-secondary school institution in a relevant discipline related to municipal management
  • Chartered Professional Accountant designation required


  • Related experience should be at the senior management level (5 years) in the municipal sector (10 years)
  • Comprehensive understanding of local government operations, financing, municipal legislation and regulations relative to County Council’s mandate
  • Excellent strategic planning, analytical, problem solving, investigative and report writing
  • Strong conceptual abilities as well as technical and interpersonal skills
  • Strong knowledge of financial reporting requirements (external as well as to Provincial Government), Provincial funding arrangements, impact of Federal and Provincial budgets on the Corporation, changes to the Provincial Offences Act, Municipal Act and other legislation impacting the operations of the Finance Department (e.g. property tax policy), Provincial Offences Administration and Revenue Development
  • Public or private sector experience related to financial management, analysis and accounting functions and responsibilities
