The Position
Reporting to the Chief Administrative Officer, the General Manager of Community Development will be responsible for managing a large and diverse department that provides a full range of services to municipal residents and visitors to our community.  The General Manager provides strategic leadership to Building Development Services, Community Attraction and Promotion, Economic Development and Planning Services.

This position participates on the Executive Management Team and is an advisor to the Chief Administrative Officer (CAO) and Council, recommending policies, plans, and programs that will benefit Chatham-Kent by being strategic, innovative, practical and fiscally sound. Leading a talented team of staff, this position guides and inspires a dedicated workforce in their efficient delivery of these municipal services and helps shape a workplace culture founded on trust and transparency. The General Manager is a visible partner in the community and workplace and a champion of community engagement, development and sustainability.

This position is located at 315 King Street West, Civic Centre, Chatham, Ontario. The General Manager reports to the Chief Administrative Officer. The following positions report to the General Manager: Executive Assistant; Director, Building Development Services; Director, Community Attraction & Promotion; Director, Economic Development; and, Director, Planning Services.

The department of Community Development includes Building Development Services, Community Attraction and Promotion, Economic Development and Planning Services. The focus of the department is building the future prosperity of the Municipality, including the Council approved Growth Plan.

Overall Responsibilities
Evaluate, monitor and assess problem situations to identify causes, gather and process relevant information, generate possible solutions, and resolve the problem, or make recommendations to the Executive Management Team, CAO and/or Council that are aligned with the vision and values of the organization.

Consult with and maintain strong relationships with members of the public, senior staff at all levels of government, external organizations, members of Council and other departments to help achieve the goals of the department and organization.

Build, promote and manage strong, high-performing cross-functional teams responsible for the implementing strategic plans for the community.

Develop and implement programs and policies that are aligned with the Council’s priorities and corporate strategic direction. Identify and implement processes which encourage and facilitate growth and development within the community.

Prepare and direct the preparation of reports for Council, Committees of Council and Senior Administration.

Oversee an annual operating budget of approximately $3,000,000.

Perform “Acting CAO” duties as required.

Education & Training
University degree in a related program, professional designation and more than 10 years of related experience; or an equivalent combination of education and related experience.

Preference will be given to candidates with Urban and/or Regional Planning, Economics, Business Administration, or other related degree. Additional education in one of the following disciplines would be a definite asset:  Building Development, Community Attraction and Promotion, Economic Development and/or Planning.

Required Knowledge, Abilities and Skills
A minimum of 10 years proven experience in municipal administration; minimum of 5 years’ experience in a senior municipal management/leadership position. Preference will be given to candidates with experience as a General Manager or related position; proven experience in municipal administration.

Previous experience overseeing or working with the following areas a preference: Building Development Services, Community Attraction and Promotion, Economic Development or Planning Services. Possess a solid understanding of municipal by-laws.

Ability to interact both orally and in written form with the stakeholders, including enforcement agencies, other government ministries and departments and the general public.

Certifications/Licenses/Memberships
Health & Safety Competency training is required within 6 months of hire date and will be maintained through refresher training once every 4 years.

Members of Management who contract for the work of a Contractor or Independent.

CBCO (Certified Building Code Official), Economic Development and OPPI (Ontario Professional Planners Institute) designations would be considered assets.

Executive Management Qualifications
Experience with significant scope, complexity, and diversity of operations in a public or private sector environment. Knowledge of current challenges and opportunities relating to the mission of the organization. Leadership experience in municipal or broader public, private or voluntary sector environments.

Knowledge of current issues facing local government in Ontario, and particularly as they relate to the portfolio. Superior skills and experience in innovative general management and administration related to government/non-profit/volunteer organizations. Demonstrated competency in mass communication. Strong negotiation skills (related to service and labour contracts as applicable).

Demonstrated competency in decisive judgment; strong and effective analytical and problem solving abilities; ability to react quickly and decisively in emergencies; strategic and critical thinker.

Demonstrated excellence in interpersonal, organizational and time management skills; adept at building consensus, capitalizing on opportunities, finding efficiencies and managing change. Ability to be flexible, versatile, and/or tolerant in a changing work environment while maintaining effectiveness and efficiency.

Solid business and financial acumen. Knowledge of effective policy development practices and effective project management practices. Experience administering very large budgets.

Demonstrated ethical behaviour and business practices; commitment to learning and overall professional development.

Knowledge of human resources management, project management, and policy development. Knowledge of effective financial management practices. Strong performance management skills.

Confident and proactive leadership capabilities, adept at building and leading a strong, high performance, diverse group of professionals. Reputation for inspiring, empowering and developing staff; reputation for creating effective labour relations environment.

Strong written and oral communication skills; competency in interpersonal communication; skill in report writing; strong computer skills including Microsoft Word, Excel, PowerPoint, email and internet (or similar software programs). Politically astute.

Hours of Work
This position works weekday hours, with occasional evening and weekend hours, and on call after hours and on weekends.

Driver’s License Requirements
Because this position may be required to travel, a valid Province of Ontario driver’s license with a reliable motor vehicle is necessary.

Remuneration
This permanent full-time position has an annual wage range of $140,517 to $172,414, plus participation in the OMERS pension plan (mandatory), vacation entitlement and a comprehensive benefit package that includes life insurance, accidental death and dismemberment, short and long term disability, extended health and dental benefits following the successful completion of a 3 month waiting period.
