Job Overview

The Director provides vision, leadership and strategic direction to advance recreational operations and related infrastructure projects for the City. As a member of the Community Services Group, this position reports to the Commissioner, Community Services and leads a team of professionals ensuring the operations of the department are in alignment with Council priorities.

This position enhances the quality of life for residents through the design and delivery of a variety of recreational programs and facilities that respond to community needs.

The Director works to elevate Kingston’s profile as a leader in recreational services and tourism initiatives through collaboration with external stakeholders. This portfolio also includes new parks development, existing parks redevelopment/rehabilitation, management of parks assets as well as establishing maintenance standards for play fields and parks.

The Director is a strategic business leader who provides professional guidance to Council and Senior Management on all Recreation & Leisure policies and programs and influences and facilitates responsible decision making.

Key Responsibilities

  • Ensure the City’s recreational and leisure services reflect the interests and needs of community stakeholders, are managed effectively and in compliance with legislation and regulations
  • Oversee the strategic planning, budgets and effective operations of recreation facilities including fitness centers, indoor and outdoor pools, marinas, community centers and arenas as well as the programs, services and special events delivered by the City
  • Lead the planning process for the future development of the City’s recreation and leisure facilities and services
  • Collaborate with relevant City departments to ensure efficient utilization of resources with designs benchmarked to industry best practices and effective project management for the maintenance and new development of parks, play fields and facilities
  • Partner with Tourism Kingston to promote Kingston as a premier tourism destination for sports, the cruise industry, and other special events at the provincial, national and international level
  • Contribute and provide insights into Council’s strategic priorities and lead the implementation of Recreation and Leisure priorities where required
  • Embed systemic evaluations and improvements in program delivery to elevate service standards, increase participation revenues and reduce costs
  • Create an engaging team environment that supports the growth and development of all team members so they can contribute fully to the success of the Department
  • Instill a culture of excellence in customer service across the Department

Requirements

Qualifications

  • University degree in business, recreation studies or a related field
  • 7 years progressive management experience with leadership responsibilities and direction of a large and complex group of services, preferably within a municipal setting
  • Experience in corporate strategic planning process, capital and operating budget responsibilities, financial reporting/forecasting
  • Experience with project management and / or facilities management an asset

  • Ability to build trust and credibility in a politically sensitive role with competing demands and priorities
  • Strong computer skills including MS Office
  • Excellent leadership skills with the ability to coach, motivate and develop employees
  • Strong knowledge of municipal policies, procedures, by-laws and applicable legislation and regulations
  • Valid class “G” driver’s licence is an asset
  • Must obtain and maintain a satisfactory criminal record check at candidates’ expense

 

Salary – $118,554.00 – $148,184.00/Year
