Job Overview

The Corporation of the Township of Brock, with a population of 12,500, is primarily a rural municipality situated on the shores of Lake Simcoe. The municipality is home to three urban centres (Beaverton, Cannington, Sunderland), hamlets, rural, and shoreline residential areas. The municipality maintains approximately 350 kilometers of rural and urban roads. 

We are seeking an experienced Director of Public Works, who, while reporting to the Chief Administrative Officer, and as a member of the senior management team, is responsible to manage the operations of the Public Works department (consisting of Roads and Facilities) in accordance with applicable legislation, Council policies, and financial parameters. In this position, you will: 

  • Supervise the Facilities Co-ordinator, Supervisor of Operations and Works Administration staff, and be responsible for a full-time staff of approximately 17;
  • Maintain all roads, bridges, culverts, drainage systems, streetlighting, and municipal buildings;
  • Plan  and co-ordinate necessary infrastructure improvements based on identified needs;
  • Respond to complaints as raised by the public, other agencies, staff, and as directed by Council;
  • Prepare annual operating and capital budgets as well as preparation of reports on a variety of matters to Council and Committee;
  • Undertake strict monitoring of department accounts to ensure compliance with budget estimates;
  • Prepare tender documentation for contracted works  inclusive of estimating quantities and tender administration;
  • Provide direction to engineering consultants in the preparation of road designs and other projects which may be identified

The ideal candidate will have the following minimum qualifications: 

  • A recognized professional designation (e.g. P.Eng, CET) would be a definite asset;
  • A minimum of 7-10 years progressively responsible experience in a senior Works department position, preferably in a municipal environment;
  • Extensive knowledge of municipal works operations (maintenance and construction) as well as relevant financial processes including budgetary processes;
  • Knowledge and experience in the safe operation of road maintenance equipment and heavy machinery operations;
  • Excellent communication, organizational, analytical, problem solving, leadership, time management, strategic planning, negotiation, and supervisory/management skills;
  • Knowledge of and ability to interpret/administer a variety of regulations, acts, agreements, policies, and guidelines relative to the Works department;
  • Supervisory experience in a unionized environment
  • Proficient working knowledge of computers and software; and,
  • A valid Ontario Driver’s Licence with a clean abstract.
