Located on the southern shore of Georgian Bay, the City of Owen Sound lies at the foot of the Bruce Peninsula, famous for its exceptional landscape. Known as the Scenic City, Owen Sound features an expansive harbour and bay, winding rivers, tree-lined streets, extensive parks and trails, and a thriving, historic downtown, and is home to numerous festivals and events. The City is the largest community in Grey County, and holds the seat of government in Grey, supporting regional, provincial and federal government offices, a regional hospital and a campus of Georgian College.

Owen Sound is seeking a transformative senior executive with a ‘big picture’ focus and proven senior leadership experience in the public and/or private sectors. The new City Manager will demonstrate a high degree of professionalism and political acuity to inspire staff and support Council in the delivery of innovative, efficient and effective municipal services for the City.

Accountable to the Mayor and City Council, the City Manager will drive change by establishing and maintaining a vision and new strategic direction for the City of Owen Sound, as well as setting priorities for annual business plans and capital projects. The City Manager will provide advice and guidance to the Mayor and Council to direct and develop public policy, ensuring that Council has the clear, comprehensive and relevant information to make well-informed decisions based on sound business practices.

The City Manager is the senior administrative official responsible for the quality and efficient management of the City and, working closely with the municipality’s management staff, will ensure the effective utilization of the City’s human, financial and physical resources. In this highly collaborative role, the City Manager will communicate and interface effectively both internally and externally with the community, its business leaders, and key stakeholders.

This position will also benefit from an analytical mindset, excellent project management, facilitation and problem-solving skills, and strengths as a communicator, adept at making presentations and handling negotiations in a multi-stakeholder environment.

Candidates will have a demonstrated commitment to professional development and educational background in human resources, finance, economic development, engineering, planning or equivalency. This is complemented by at least 10 years’ experience as a senior executive in a related municipal, public or private sector environments, and a successful track record working with elected officials or boards of directors.
