Job Profile
Reporting to the Deputy City Manager,Corporate Services, the Director of Human Resources will contribute to thesuccess of the organization by providing strategic leadership in planning,developing, implementing, promoting and evaluating the effectiveness of theCity’s HR strategies, procedures and initiatives. As a senior member of thedivision, the Director oversees four managers, and all HR operations to promotea strong employee-oriented culture to further the initiatives in the City’sHuman Resources work plan and the Corporate Strategic Plan. The major areasdirected include, employee and labour relations, recruitment, totalcompensation, health and safety, performance management, succession planning,compensation and benefits administration, learning and organizationaldevelopment.
What you will be doing
Adviseleaders on workforce solutions, emerging trends, issues, risks andopportunities for organizational development and improvement
Develops,recommends, communicates and evaluates HR and Compensation policies andprocedures, guidelines and templates to meet operational and employee needs
Monitorsorganization for compliance with internal human resources policies andpractices, and with relevant labour and employment legislation
Establishstandards, practices and a framework of policies, procedures, practices andmethods for all reporting areas to support and optimize a streamlined,integrated and consistent service delivery model
Implementthe necessary controls to identify and mitigate risks in all areas ofaccountability; and alert the Corporate Leadership Team to critical issues asthey emerge, making recommendations for action
Leadand manage HR related investigations; and Respect in the Workplace issues
Userelative HR metrics to identify, analyze and report on trends – based ininformation, take action as required to strategically support the business
Provideleadership, direction and general management of the HR team, includingselection, coaching, mentoring, development, performance management, employeerelations and all other people management practices
Workwith external legal counsel and other subject matter experts, as needed
Establishon-going communications and foster collaboration within both the HR team andwith the business to synergize and share best practices, identifying learningopportunities
Leadnegotiations of three collective agreements
Conductrecruitment and selection of senior non-union staff
Manageand oversee the Job Evaluation plans for three employee groups
Provideadvice and guidance to senior management and Council regarding human resourcesmatters
Otherrelated duties may be assigned as necessary
Education
You will possess a Degree in Human Resources Management, Social Sciences,Public or Business Administration and be a Certified Human ResourcesProfessional (CHRP, CHRL, CHRE). Certified Municipal Manager (CMM), Certificationin Conducting Respect in the Workplace Investigations and Certified Health andSafety – Workplace Level 2 would be assets.
Experienceand Knowledge
7-10years of related experience
Excellentinterpersonal skills, presentation skills and negotiation skills
Experiencewith grievance/dispute resolution, interpretation and bargaining of collectiveagreements
Experienceleading change to improve the effectiveness of the organization and makerecommendations on areas to improve
Broadknowledge of employment legislation and labour law, compensation,organizational development, employee development, and employee health andsafety in the public sector environment
Knowledgeof continuous improvement strategies is an asset

Supervisor Health and Safety Awareness Training Certificate fromthe Ministry of Labour
Valid G driver's license
Yourcompensation
Annual salary range of $124,373 to $151,672 (Non-UnionSalary Scale, Grade 10).
Comprehensive benefits package including extended health, dental,travel benefits; long term disability; accidental death and dismemberment andlife insurance.
Enrolment in Ontario Municipal Employees Retirement System(OMERS).
Hours of work
Monday toFriday, 8:30 a.m. to 4:30 p.m. (35 hours per week).
